I've just converted my licence to a easa part fcl, and was told to get level 6.
Most people want Level 6 and this is the most desirable, but there is no requirement.
There is no link between the level of licence and level of English in FCL.055
There are plenty of people with CPLs and Level 4 English, likewise plenty of PPLs with Level 6.
