Level 6 is standard for UK issued easa Professional licence, Level 4 is PPL level
What? There is no correlation between the two.

They are separate independent qualifications. The only correlation is that you must have level 4 to operate the privileges and that your language proficiency is printed on your licence.

You can be a PPL or CPL with any level between 4 and 6.
