No it doesn't guarantee you a seat, but it may stop punters from being able to buy tickets.
Saw it in BNE OPS.
It was obvious, what was occurring. Every time, certain staff tried to fly, certain travel agency made bookings which got cancelled. Staff member involved, was warned it shouldn't happen again, but as couldn't be proven, wasn't sacked.
