On that issue I can't see how you can blame the airport for an issue with a handling agent.
I can blame the airport if they don't at last lay down some proper tarmac in the short term car park.
I am reliably informed that it is the responsibility of the airport authority (NOT the handling agent) to provide gate facilities, such as printers and paper, since all the handling agents use all the gates and facilities. I believe this is standard practice at most airports.
