SEN in decline?

Southend may have been voted the UK's favorite airport (possibly based on the fact that what it handles in a day Luton's popularity can draw in an hour) but for May of this year SEN showed a 'decline of 4.5% in passenger figures, so just maybe it has reached it's popularity thresh-hold?
I recall LCY being voted the favorite but the handling of an average 54 pax per flight as opposed to Luton's 140 does have some bearing on airport facilities.
I bet you though that the management of LCY and SEN would both dream of their airports being as busy as LTN with all it's current problems in terms of growing so quick!
