The sign off by an instructor was also what I read in the FAR's. I contacted Oklahoma FAA licensing branch and that was their answer:

"You must pass a practical test showing competence in pilot operations appropriate to the B-737 you do not have to complete approved course if you have met the requirements for flight experience.
