In Utopia, you'd be the only aircraft in the sky, and able to do whatever you want, and call us whenever you see fit, as it wouldn't make any difference.
In this world (at least in mine controlling the busy NY/NJ skies), you delaying the check in until 3000 feet, may result in quite a lot of different scenarios (some not very pleasant).
