LTNman - I agree that there is no formal responsibility on LLAOL's part. However, if various other companies operating at Luton are not up to scratch, it really does not look good for LLAOL and LTN's hopes of boosting passenger numbers in the long term.
If things are going significantly wrong with day-to-day operations, then it's up to not just airlines but also the company managing the airport to find a way (in consultation with the other companies involved) to get the problems resolved
