9M317 missiles have much shorter wing chord than 9M38M1:

As far as I heard, 9M38M1 missiles also contain 9N314 warhead with three types of fragments, one of them shaped like hourglass or butterfly or I-beam (двутавр):

Quite probably, the TELAR was indeed from Buk-M1-2 system. But loaded with 9M38M1 missiles.
