Yes, I do normally put a question mark after a question, and an exclamation mark after an exclamation. It's what they taught me to do on the reading and writing course. Did you skive off?
I must have been behind the bike sheds with Jane for that one, but I didn't miss the one that told us that a sentence can begin with 'It seems', 'you seem', 'we seem', 'they seem' or 'I seem etc', but not simply 'Seems'. I also seem to recall that there was a little bit about sentence construction and comma use, but that's not important here
