How did you get that signed by someone authorized without having him look at least casually over your logbook? Buddy in your flight club or your company?
Basically yse, but no "buddy" was ever required for that: During training, it is the FTO which adds up your hours in your student records and when flying (and instructing) commercially, there is always a company that tracks your flying time. Which means no need for the authorized person to look at logbooks. This may be different for someone who flies privately a lot, but I never could afford private flying.
