For me, if the 195's can't be offloaded, it's better to fly them than park them, especially if somebody else (Welsh Assembly, one assumes) is subsiding the operation.
The announcement on the CWL website does refer to "surplus" 195's and I read elsewhere that it's a 10 year deal.
