Think the notam means that the airport "man" up purely for the schedules and the rest of the time the guys will be doing other duties?
Suppose that's one of the reasons DTV doesn't get any diversions of note any more as the cover cant be relied upon and so airlines don't plan to come?

DTV the most welcoming airport..not!
The snowtams are the usual ones pushed out by airports,again though with only a couple of guys and a clapped out tractor don't expect miracles!
