The article doesn't mention it but I believe they're planning on dropping the loathed mandatory-handling rule as part of this.
If you look at the Tariff document linked from the press release, still refers to mandatory handling for visitors (based can self handle with prior agreement).
Also mentions grass parking - where's that?
