Extending the runway is not going to happen anytime soon - and is not required, unless the profile of the airport changes radically (which it won't). It is not going to be a long haul airport. The owners don't want or need it to become a long haul airport. Long haul passengers are going to go to Heathrow and in most cases, needs a hub operation to make it profitable. The only case this doesn't happen are the niche routes operated by tour operators to the Caribbean etc. You can currently operate a full 767-300, which Thomson has done in the past, and obviously there is the odd ad hoc flight to Tel Aviv on the 777-200, with a reduced fuel payload.
Physically, London Luton is going to change radically over the next few years - patience is a virtue and really its become a victim of their own success.
