The guys at Strategic we're suckered into getting an AOC for the troop movements by senior military folk under the auspices of greater safety. The same military folk then went off to find cheaper options as the incumbent attempted to amortise the cost of 'gaining' and 'maintaining' the AOC across the contract price.
