Russia use of QNH and Feet below the Transition Altitude

I have heard that Russia is moving to or has moved to use of QNH altimeter settings in place of QFE as well as assigning altitudes in feet instead of meters below the Transition Altitude. I searched the Aeronautical Information Publication for Russia for confirmation but was not able to find any. If any of you has a citation that this is the situation, please forward it to me.
