DfT see all passengers (and crew) arriving from outside the UK as 'dirty'. Passengers arriving from outside the UK can't meet inbound passengers, if they do everybody who's been in contact needs to be re-screened to DfT standards.
It's happened loads at MAN over the past year or so, with many losing their jobs because of it.
