Ain't Saying, I wonder if the "75% rule" you're referring to is actually the part of Part 66 where an initial type rating can be equal to 75% of the required OJT for all subsequent types. Seeing as PCT accounts for 25% of OJT towards a type rating, one can see how important that initial type rating is now.
