I take that LCY was operated at a higher frequency/another aircraft type? 22 pax and 23 % down mean an average load of 27 pax last years if the route was operated with the same frequency and type (if so, it would mean a 87 % load factor and tell a lot about the cost of the D328 and LCY...)
