And there you go off on another one !. The Peel organisation are UK Companies in one form or another and are subject to UK regularity controls. In their operations then they are subject to the same UK law as everyone else. Their size & influence is also monitored at many levels, from local through to national level and they carry a large amount of corporate responsibility. No doubt they would like to stamp on all in their path as you suggest, fortunately the world (at least in the UK) is not like that.
It is likely that it is the ABOVE that is relevant and it thus your comment,
