That might happen in part, in effect - but only in central government. Rather than being 'kicked out', it seems highly likely that, just as English MPs can no longer vote on Scottish matters, Scottish MPs will probably be barred from voting on wholly English matters..... In fact William Hague has already been asked to draw up plans for such a fundamental change at Westminster.
For all their faults the SNP have always voluntarily abstained from voting in Westminster on matters which will not affect Scotland. A shame that the major parties could have not allowed, or even better insisted that, their members representing Scottish constituencies do likewise. Hopefully this matter will soon be resolved in the interests of fairness.
