The sanctions have not stopped them buying used "western" jets through brokers in countries that do not fall under US or European jurisdiction and are free to trade with Iran.
And yes, there are plenty of US manufactured components on Airbus models, so the sanctions would include them.

Iranian airlines operating old or sub par Russian or Ukranian metal are doing so because it's cheap. Much like a lot of African nations have airline fleets made up of older Boeing jets (737-200, DC-9, etc)
