If its anything like XM607 at Waddington, then there will be large areas of corrosion on exposed metal, such the jet pipes, leading to some very sharp edges...I am not surprized that the Harrier has been deemed dangerous if it is in a similar condition. The advice at Waddington is that we are no longer allowed to walk under XM607 just in case, although we warn visitors to her that "if you do then on your own head be it". (And no, here is no public money available to put it right).
