Makes one wonder just what are the Health & Safety risks associated with this airframe are. The fact that it is old is not a hazard in itself. The spokeswoman refers to its deteriorating condition, well assess the risk and put control measures in place to reduce risk to as low as is reasonably practicable (ALARP). I understand that every Cadet Sqn in the country is parented by an active RAF Station which will have a cadet liaison officer. The station probably has access to a Health & Safety professional (in fact a few years ago the ATC had their own H&S organisation, might still have) were they consulted reference the risk assessment process. Seems a shame to get rid of something that motivates the youngsters.
