Unless it's specifically noted as unusable, then a paved undershoot is considered usable for take off, just not for landing. Have a look at Fuertaventura for a good example - it's very common. Besides, that space at LTN is very short. Past that and it's sloped grass with approach lights on poles, and I can't see anyone getting close to that.
