Correct me if I'm wrong, but fifth freedom rights cannot operate without, at the minimum, trilateral agreement: the existence of bilateral agreements between NZ and the Philippines and between NZ and Australia confer no ability on NZ to force Australia to accept Philippines traffic from NZ. Even if Australia and the Philippines have a bilateral agreement, it will not necessarily permit the Philippines to operate to Australia via NZ.
