Can you advise of the percentage of 'crew transits' carried out in Europe at the moment? It appears to be increasing. Is this due to JAR-OPS 1 or was it occuring prior under the autonomous NAAs?
I've had a look at JAR-OPS 1.875 and 1.890 which contradict each other, the first stating that the preflight does not have to be carried out by a 145 Org, the next states that the preflight is a Maintenance Responsibility! It would appear from afar that the Operators select the commercially expedient option and the NAA rubber stamps it.
We're fighting the same issue here in Australia at the moment with Virgin Blue pushing the envelope.
