If they have all the FAA 8130 serviceable tags for engines/props/gear and the main items and have completed the ADs/SID etc and check cards plus STC for TCAS/TAWS 24 month pitot and transponder check they WILL/WOULD get a ferry permit from the FAA . The CAA would lift the grounding order for a positioning flight. Until the fresh tags roll in for those items it will stay where it is sitting.
