Unfortunately, matey, I think you've missed the point. They are not funded to provide a "service" to you even though you pay your taxes. They are funded and established (ie manned) for military tasking with the added bonus for you that, when they can, they'll offer a LARS. Your analogy is based on the assumption that BZN is there for the benefit of GA which it's not. The NHS is, however, there for the benefit of its patients.
