FWIW, the licence booklet was brought about to comply with a long-standing ICAO requirement. I recall days not so long ago when we were subjected to SAFA ramp inspections in Europe where the inspectors were questioning the validity of our licences as there was no photo ID and even less security features to prevent fraud.
As for one national document to cover everything, be VERY careful what you wish for. I do not want any single government (especially the current feds) having such easy access to all of my personal data.
