I would have thought they would service the planes as they arrive, ie sort out the SZG plane first seeing as the INN plane hadn't arrived.
There were no pax in the luggage hall when I got there so the LHR baggage would have been finished by then.
I have also heard from 2 different people they they have found it impossible to get through to anyone via the passenger service/helpline telephone line, it just rings a couple of times and goes dead, though I haven't tried it myself.
