Ideally speaking they should renew it . But seeing how anti foreign the DGCA has been of late it would be have been easier to just do the skill test in India
However if you still plan on flying the 10 hours PIC in the US make sure you do it at a Part 141 flight school ( i.e schools that are approved by the FAA and get a copy of the air agency certificate as well )
