To be brutally frank and only IMHO it doesn't help a dot, haselled, whether you are in the UAE or elsewhere.
Contacts will never harm you - make as many as you can but nothing will ever take the place of experience & qualifications. It's a vicious circle, I know; how are you going to get that expertience if they won't give you the job?
You can dream, but my sincere advice is that if you don't increase your package (of experience & quals) it will remain just that.
