It does apply - but a PA announcement after stopping at the hotspot and before putting out the cabin signs would have been appropriate.
It does raise the question of "no manoeuvring based on a TCAS I return unless the intruder is sighted" or "TCAS II resolution advisories are always in the vertical plane" (depending on which helicopter it was) but perhaps we shouldn't go there!
