Only with prudes is gender the problem. In Scandinavia this procedure is common and makes a great deal of sense. In the UK we have the problem because of our pathetic, out-dated set of Victorian sexual values. Our system means that a raving queen or biker boy who gets a kick out of a patdown can perform it but a balanced, heterosexual lady is prevented from doing so.
