The FSDO, screwed up the paperwork, they are not used to Canadian transfers in Texas as they are in New York, so they had to resend all the paperwork again, got another temporary license for 90 days, and then there was the whole politics and shut down of the government which I'm sure slowed things down. Now I'm off on contract for a few months and have not had the chance to follow up, which I will do once I head back that way. I know of another pilot a very senior Canadian instructor who never got his license either, think he has given up on it for the time being.
Often there are regulations that the people who should know don't know anything about, a good example is the agreement between Canada and the States, no one in Texas is aware of this or even how to properly issue you a license according to the parameters of the agreement.
