Can anyone with better Spanish proficiency confirm that Vueling, in this job offer, demands a "Catalan" level 4 proficiency, but only for non-Spanish nationals?

That seems really strange to me, since I don't think you can get a Catalan level 4 written on your licence anywhere in Europe. Also, I thought it was forbidden in the EU to discriminate based on the grounds of nationality.
