Just to be clear, you'll want a private certificate based on your foreign license under 61.75. The only "restricted" pilot certificate the FAA issues is the junior bird man Restricted ATP. The FAA does not charge for issuing their certificates but the medical will run ~$100 and TSA will charge you $130 for their background check. And you'll need a record of a flight review in your logbook before you fly on your own.
