I would be surprised if Porter made the C-Series order but thought the runway extension was unlikely. Why do that? Wouldn't it be smart to get preliminary approval before securing the orders?
So, my question is: given the time to do the mandatory environment impact studies and then build the runway extensions, how soon would a yes/no vote need to take place considering the potential aircraft delivery date? Does the yes/no vote need to take place in the next 5 months?
