As far as search & rescue went, I don't think anyone asked the right person the right question - until the KWS chopper pilot asked ATC. Until then everyone was conducting a visual search based on estimates.
And there are some rumours that the ELT didn't transmit for long enough. But even an ELT won't help if you're flying around hills in cloud.
