There are SOME that pay the award. We seem to keep pilots for a disproportionately longer period of time because of this. We only operate piston twins and singles but with conditions and pay above award anything other than a turbine is perceived as a sideways step.
It reflects good on the operator also because his training requirements are kept to a minimum and when people do move on it is usually in to a fairly tidy outfit rather than some other two bit operator. Morale is high as people can aim towards their financial goals despite being in G/A.
All it takes is a little foresight on the part of the operator, then again that seems to be a big call among many these days
