Instructor rating

My partner is looking to do her instrutor rating. in doing research for a suitable school in the Sydney region ,we still havnt picked one yet as we have found the desired standard isnt what we hoped. (even found schools teaching aero ratings with instructors that arnt rated)not only this, we have found a few different quotes for time required, and hence, varying prices...
so we hit the CAR's.. and have had no luck finding anywhere in black and white explaining the hours in the aircraft needed.. not only that, the draft regs apparently due to be made law in december are hinting at the removal of the current grade 1,2 and 3 levels. and being replaced with the one Instrutor rating, and addition of endorsements enabling you to instruct that endorsement..
Does anyone have a better understanding of the Instrutor rating requirements? hours wise? and what is happening with the new regs? would it be better to just wait until December to see what CASA throws at us?

we would like it done ASAP, full time on weekends. as in, booking an aircraft and instrutor both days until its complete. we are current advanced aeros rated, CPL, CSU, NVFR IFR and retract, so assuming under the new possible regs, a newly minted instructor can teach these endos?.
