My thoughts are:

1. Wind is generally a light katabatic flow off the icecap, from the east.
2. Therefore the majority of occasions favours a LOC to 09.
3. If the wind is strong from the west, the weather is probably going to be bad. Low clouds and poor vis from the Davis Strait.
4. In these conditions, circling would be very difficult, if not impossible.
5. So I would rather land with a 20kt tailwind on 09. It's uphill for the first 1000m and long enough for most conceivable circumstances.
6. Might be outside the parameters of the performance manual, but much safer than trying to circle for 27.
7. I've only visited SFJ about 10 times so stand to be corrected by those with more experience. I only circled for 27 once and that was in a light twin in good VMC.
8. I think circling for 27 in a jet transport should be left to Air Greenland and others with extensive local knowledge.
