I doubt many people would learn if they kept the fines low enough, and it would create a new revenue stream for the government.
The fine is clearly stated on the back of the seats on some airlines and it's 200 million rp (approx $20K USD). The problem is, many Indonesian government officials feel they are above the law, so that's why we have people like this having tantrums when told to turn off their phones.

The flight attendant concerned was on TV-One and Metro TV last night being interviewed giving her version of events. The government official apparently did this twice, once before talk-off and again after landing and had been warned before take-off. She filed a police report immediately; a relative of the official then approached her and offered a apology. The attendant accepted the apology but then said she will continue to press charges so that something like this doesn't happen again, not only to her, but to other flight crew as well. Good on her.

Interesting that the the official himself didn't offer an apology but had to go through a relative as would have been a loss of face if he himself had apologized. Don't know whether Indonesian airlines have a collaborative blacklist, but I hope this guy gets blacklisted on all airlines. Let him catch a boat and bus next time he wants to travel.
