I hope the he gets the maximum penalty, but I really doubt he will end up serving any time as he is a "high-ranking official".
If the phone call was that important, why did he get on the plane in the first place? What if it was delayed 15 minutes and still flying when he absolutely had to make that phone call? Too bad he isn't also being charged with using a phone in a moving aircraft. They should be issuing at least a handful of those fines in Indonesia on almost every flight. I doubt many people would learn if they kept the fines low enough, and it would create a new revenue stream for the government.
