Joe is right -
the bulk of NCL traffic is leisure orientated
as it is at most (all?) UK regional airports, so 'who gets what' is a wider discussion and not relevant to the NCL thread (and no Joe, you can't have APD devolved so EDI can nick NCL's traffic).
