Yes it is apparently. It is management yukspeak for a successful and reliable enterprise. Some oik jumped down my throat a few months ago on the spotters' forum when I asked what a 'legacy-airline' was.
The Forth Bridge, Eiffel Tower and The Houses Of Parliament are legacy structures.
The Bank Of England and Lloyds Of London are legacy institutions.
And so on and so forth....
