One thing IRS can be noted for is zest, and a yen to be different.
Recall, when they introduced F28s, they were loners of the type on the Nigerian scene. Which probably meant more headaches/costs hiring local pilots and techs, who are more used to Boeing products. Even the initial fleet of 2 B727s is said to have taxed them in high op cost. But they stuck it out, transitioning to the F100, a natural progression from the F28.
