Under JAR, for both pilots to log flight time in a designated single pilot aircraft, you must have an approved multi-crew section in your ops manual. Then one pilot would log P1 and the other pilot P2. (Unless, of course, you are carrying out training then it would be P1 & PU/T).
If there is no multicrew provision in your ops manual, like you've said, then only one pilot can log P1.
